NEVER apply an oil directly; they must always be diluted A LOT. In a 16 oz bottle, I put 1 tsp natural soap and 2 drops of oil; whatever applies to my purposes. For pests, spray the undersides of the leaves. A friend of mine puts oil on a cotton ball and places them on the ground under her plants; I have never done this. Anything you do indoors is going to last longer and be more intense for the plants, because you don't have the same circulation. Always start with the least amount of something and then work your way up to stronger solutions if needed. I wouldn't think you would need much in the way of oils for a garden; for pests if you get them, mainly. Best of luck!
