I would get a eye patch and put a cotton ball with a few drops of Frankincense on it and let in sit under the patch and over your eye.  Put the dry side of the cotton ball or pad against your eye.  You just want the aroma to work on the eye, you dont want the oil itself in the eye.  Over night is easiest.

You could also consider/try helichrysum or lavender.
