[Everything doTERRA] headaches caused by ongaurd in diffuser

A member in my house says that whenever I put ongaurd in my diffuser
he gets a headache? He thinks it's the rosemary, he also says that if
one has high blood pressure they should stay away from rosemary. Any
thoughts, please help.
