[Everything doTERRA] bottom rash/eczema

I have a 4 year old with a rash on her bottom. What is the best thing
to put on it to protect her? She is still working on potty training at
night and that leads to a whole other question.. suggestions please on
how to resolve this matter! Her rash is because of the pull ups..

Next is eczema.. what is the best thing for this?
