I would worry that On Guard might be too caustic for a toddler.  The cinnamon is quite strong.  It would be good because of the clove, but I would just use clove.  Clove doesn't taste terribly bad and will numb the area right away.  Use a cotton swab and apply it directly to the gum that is expecting.  You can use it neat or with a carrier.  It should provide nearly instant relief.  Give him some juice after a minute if the taste bother him.
