I can see how placing the peppermint oil on the top of her belly (where baby's head currently is located), would encourage him to turn. Same principle applies when using a pack of frozen peas.  ;-) 

I've been a Doula for over 10 years, though, and a baby that is breech is often there because of space limitations in the pelvis due to tension in the tissues. (So, a baby that turns thanks only to disliking the chill on it's head may revert back again.)  I strongly recommend that she see a chiropractor who is certified in the Webster technique.  Many women have success in turning and keeping a baby vertex with a few treatments.
