Some people need more diluted oils. I personally dilute most oils quite a bit. (a few drops in a rollerball and then fill with fco) My skin is quite sensitive and that works for me. I have tried a few things neat and usually get a sort of burning feeling so I have to then apply fco. For me it's just more convenient to dilute from the get go.

It really is whatever you want it to be. I usually dilute my oils 1:1. But I know others who use very little EO in quite a bit of fco. Do what you are comfortable with. Some experimentation will be necessary.
