Not knowing the cause makes it hard to say what oils might help.  Often you might have a Diabetic issue or diabetes itself which will weaken the small blood vessels found in the retina and will cause small hemorrhages.  Or he could have high blood pressure causing hemorrhagic issues or subconjunctival hemorrhage.

I would first consider helichrysum.  It is most often recommended for hemorrhages, bleeding, clots, etc.  I have also heard it recommended to help strengthen veins and vessels.

Because you would obviously NOT put the oils directly in the eye.  Consider putting a single drop on your finger and wiping  it across a cotton pad. (this keeps it from being concentrated in 1 spot of the cotton, and soaking through) Then place the cotton with the oiled side away from your eye lid and toward a sleep mask.  This will allow the aroma to penetrate the retina area but not let oil get in the eye or on the eye lid, which might be irritating.  I would wear this nightly to see if it helped the bleeding.  Try it for at least 3 weeks.

Another oil to try would be a blend... 10 drops each of helichrysum, frankincense and geranium with 30 drops of fractionated coconut oil.  Besides using this with cotton and a sleep mask, apply it twice daily behind the ears, back of the neck and apply to the lower bones of the eye socket.
