I've taken bio identical hormone creams and if taking too much testosterone not only will it increase muscle tone and libido but it may cause this kind of facial hair problem with women.  If you're taking testosterone, you might want to evaluate backing down on it and/or having your upper lip and chin waxed at the same place that does eyebrows (nail or spa salons) until your hormones are balanced.  Good luck!!!
