Yes, Kathy, as far as I am aware, you can not re-package and sell in say sample vials (well, you can, but if some problem arrises doterra will not protect you and you could also put your membership in jeopardy). Upon speaking with doterra and reading the manual, they work very hard to make sure that their packaging follows certain standards so that legal issues do not arrise. Also, there is the potential that something becomes contaminated in the re-packaging process. Spray bottles of TerraShield, or summer cool down spray etc. are not even allowed at booths/expos because of the same reason.However, that being said, you can use the oils to make your own products, BUT they must use the standard guidelines for labeling essential oils and doterra or "cptg" cannot be used anywhere on the packaging.--
