Lavender is a strong oil, see if she could use a carrier oil or if she is using it for the fragrance have her put it in the lotion, she obviously can't handle the lavender neat.

My sister in law loves our lavender and used it for several months until she found that it started causing a rash where she put it on.  She stopped putting it on, the rash went away, and then when she tried it started again.  Has she developed an allergy?
