The two drops each of Peppermint, Lavender, Lemon is most effective with a small amount of water, then swish the mixture for a few seconds, gargle for 5-10 seconds then swallow.  It is a little strong, but not that bad.  If you need to do it again after 10 or so minutes, go for it as many times as you need.

Swishing it in your mouth and gargling lets the aroma work on the sinus area.  Not quite as effective in a capsule, although the blend will still have some antihistamine type effects in the capsule.
