How do you apply the On Guard soap andor oil and water to a pet stain on a carpet? I also have this issue. (well, not me but my cat LOL!)

Certainly at advanced ages we see things like this but many times the
issue is a bladder infection. You can try making a roller ball of 10
drops each basil and frank and fill the rest with FCO (Immortelle size
roller ball) shake well and apply over bladder area of the dog.
To keep it away from that spot cotton balls with melaleuca might do the
trick.
Alternatively you can try Onguard foaming hand soap or the oil and water.

(I use the Onguard foaming hand soap for accidents on our carpet
furniture as we have an old dog as well. It works quite well. We do keep
Nature's Miracle on hand too.)
