Has she ever had her feet xrayed? I have a very difficult time with closed in shoes due to an automobile accident where my feet were repeatably thrown into the dashboard. All the little bones in the top of my feet were cracked or broken. Wearing high heels makes my feet hurt for days and it is just not worth the aggravation.
It sounds like there could be other problems with her feet other than being flat.
