It definitely isn't the best approach but it was what I needed at the time. I won't go into detail about that, but suffice to say that my recruiter only offered it because I wasn't ready to be an IPC and preferred members do get a bit of a discount.
Pat, at the time that I signed up, I had to fill out the online form as if i was becoming an IPC and then on the last page of the process there was an option to select Preferred Member vs IPC. So they did in fact receive all of my info. Then 2 years later when I became an IPC the paperwork was complicated.
