Raspberry Seed Oil is a nice carrier for sun screen, it generally has a natural sunscreen between 20-50, depending on the source and batch so it's a decent base.
Citrus oils are only considered photo sensitive applied topically. Bergamot is the one with all the studies but heard many stories of issues over the years with lemon and some of the others. You would not want to add anything with a high flash off anyway for sunscreen as it flashes off faster in the sun, so even if they don't cause any photosensitivity they would not be helpful.
Helichrysum is expensive but good. Sandalwood is great. Look to Sesquiterpine Alcohols in general for those better for sun. 😉
