He could have a yeast problem (yes even that young). Skin eruptions are usually caused from within, so possibly you could treat this within with a pro biotic or try using a small amount of lavender, melaleuca and peppermint on the bottom of his feet (the arch area) daily. This would be like a mini cleanse as your try to heal the lower gut.
