I think fractionated coconut oil or organic coconut oil with lavender. Peppermint in those recipes are used for taking out the heat and as an analgesic. Frankincense in them is for anti-inflammatory properties.
With chemical burns I feel it's important the skin does not trap the toxins in- I believe keeping it hydrated helps with this. I'd also be drinking lemon in my water to assist my body with this.
My favorite product for assisting the skin's recovery is immortalle syrum. Spendy and you can get the Immortalle blend seperate but it's a beautiful syrum that is hydrating and nourishing to the skin which I think she will mind soothing.
If I were to use one single oil here besides lavender it would be helichrysum or sandalwood. I love they for inspiring my skin to recover. I prefer Hawaiian sandlewood over Indian but that is a personal preference.
1 other idea would be to go with Balance. Not spoiling it on the burn but in the feet to assist the body to stay in a healing state. Empowering it to do its job without breaks.
