She just needs to contact them and re-activate for the $25.00.  On the plus side, this gives you a rare opportunity.  If she wants to move somewhere else in your structure, or if you need her somewhere else, you can take this opportunity to "place" her somewhere else.  You would only want to do this is she is on a "dead leg", meaning the people above her have died off or are not one of your qualifying legs.  You would need to email placements@doterra.com to see if this is possible in your situation and do it before she re-activates.

I have a downline that's interested in activating her account again. She has been inactive for over 2 years, and we're wondering if she'll have to pay the annual $25 fee with the free peppermint, or if she'll have to start from scratch with a wholesale account and pay $35?

Alas, the question came up 6 minutes past doTERRA's Saturday hours, so a phone call is going to have to wait until Monday. I just thought I'd see if anybody had an answer on what to expect when reactivating an account.
