I totally have to disagree with you. Even though it may seem to be over the top, it has a good structure to it. And yes they have a lot of situations that protect them. Of course it is our decision about what to follow and what not to, since we are independent Wellness Advocates. 
But the policy manual is to protect them from the thousands that opt to "do their own thing".
I have used parts of the manual many times and will continue to do so. And regardless of what anyone thinks, doTerra has the option of insisting that we follow the rules. 
Many times they would not be aware of broken rules unless someone turns them in. I barely have time to keep my business growing and productive, I certainly not concerned with what others are doing.

I will always seek approval from doTerra if I do not have the answer.

It is poorly written. It is massively restrictive (as you have found), and quite simply, it should be ignored. doTERRA make no effort to push the policy manual anyway. I suspect most 'advocates' are not even aware of it.

I would never seek approval from doTERRA for any event, or anything else for that matter...
