The first thing I did when I enrolled with doTERRA a couple of years ago, was read the policy manual. I thought it should be followed. At the beginning, I did follow it.
However, I quickly realised that no-one follows the policy manual (even those at the 'top'). It is poorly written. It is massively restrictive (as you have found), and quite simply, it should be ignored. doTERRA make no effort to push the policy manual anyway. I suspect most 'advocates' are not even aware of it.
I would never seek approval from doTERRA for any event, or anything else for that matter...
