If you suspect seasonal allergies, try to layer lemon, lavender, and peppermint on her feet. Put peppermint last to drive the other two in.
-- For thick mucus, DigestZen is supposed to be better than Breathe. I'd try diluting it in a bit of carrier oil and rubbing it on her chest/throat. Maybe a drop in a teaspoon of coconut oil or grapeseed or whatever you have. I love breathe a lot more, but if that's not working, move in to something else.
And, honestly, avoid all dairy (harder to do than you think) and start looking for other dietary triggers. If I eat gluten, i can't clear my throat enough ever unless I drop some strong anti inflammatories like lemongrass.
