It depends. If the announcing upline talked to her team leaders and they
planned the promotion and they agreed to it and to pay the shipping they
should pay it. If not it is the announcing uplines responsibility. The
exception would be if she sent it to the highest rank in each city for
them to distribute. Our upline has always paid shipping. Personally,
though if I'm benefiting financially, I don't mind paying the costs.
