I believe I remember reading that some have used melaleuca on dogs and they've been fine, but others claim it's as bad for dogs as it is for cats. In the book Holistic Aromatherapy for Animals by Kristen Leigh Bell, there is a section in the "oils for dogs" part of the book (pp. 127-129) specifically about melaleuca and how it can be very toxic to both dogs and cats at high doses. She does mention that the misuse/overuse is typically from using inferior grade melaleuca (so not ours), but she concludes the section by saying that it isn't work the risk. She suggests using marjoram as an alternative.
