My bottle of DoTERRA Melaleuca says that it is a supplement and to dilute it in 4 oz. of liquid. I trust DoTERRA. I have used it on places in my mouth after biting my gums and it works wonders.

I'm new to doTerra but I was told that the essential oils that are safe to ingest are recongnized as GRAS by the FDA. Here is a link to that info. http://www.accessdata.fda.gov/scripts/cdrh/cfdocs/cfcfr/CFRSearch.cfm?fr=182.20
Melaleuca is not on the list. I'm interested in seeing the data that shows it's safe for internal use as well.
