My father has this- it causes dementia and other brain damage, it is usually treated by having a drain running from the brain to the stomach where it drains off. The other treatment requires periodic draining of the spinal fluid using a needle put into the spinal colum and collecting a certain amount of fluid to keep the pressure off the brain.

I don't know if this is an infection thing or something else.  Infection sounds most reasonable. 

I would start using frankincense.  In the crown of the head, two drops under the tongue and on the feet.  Frankincense crosses the blood barrier and is highly anti-inflammatory.  I would apply 3 times daily and keep it up till you see improvement.
