Yes, absolutely no question about it.  I've been breeding Bullmastiffs for twenty years.  You get that dog into your vet and NOW.  If your vet isn't open, you go find an emergency vet clinic.  IMMEDIATELY.
 
Essential oils can't unstick a pup and your putting the life of your bitch in very real danger, not to mention the rest of any of the rest of the litter which might still have a chance.  This is the lovely part of breeding which no one ever talks about.  Having a litter is not for the faint of heart.  I hope you're able to save everyone. 
 
If you email me off list, I would really love to give you some help from this point forward... the point where your bitch and any surviving pups are home from the vet, that is.

10 hours is a long time for a bitch to be in labor with no results.
The first puppy in line could be big and stuck. I've had that happen.
I don't know how experienced you are, but I would take her to the vet
right away. You could lose mom and all puppies. Good luck and let us
know how it turns out. You will be in my prayers. Karen
