Actually, we have a six month old and a book that we read said that sleep begets sleep.  Try putting her down more often.  It seems TOTALLY counter-intuitive, I know.  But it has worked WONDERS for our baby who has been sleeping through the night (10-12 hours!!!) since he was 2 months old.  Most parents think that if they keep their baby awake longer, it will make them more tired and then they'll sleep better.  But this book told us the opposite is actually true.  And we've found that it is!  

I'd second the lavender suggestion.  Also try serenity - rubbing it on her feet or diffusing it in the room.

I'd try trying to keep her awake longer periods of time (although, I'm not sure how long she is staying awake now).  I'd then put lavender on her feet to help her sleep.

I have a friend who has a 4 month old daughter who sleeps only 15-30
minutes at a time day and night.  Most of the time she is happy and
just doesn't sleep.  The baby seems to be healthy.  Any suggestions?
