I just assumed it says 4 and up for choking purposes. I have been giving the entire chewable to my son since he was a baby, at first I just crushed it up and mixed it with his food. Then I used a pill crusher until it just broke it into four pieces and then gave each piece to him a little at a time. Now he is two and I just half it. Sometimes he'll eat both halves other times he'll just eat the one half. He's never had any problems with it, but I never thought to consider the age recommendation was for anything more than choking....
