I think it varies by school...I am not allowed to send in the hand sanitizer that I made with oils in it for my daughter to use at school because the kids in her class were complaining that the smell was bothering them. the principal called me and said that she can't allow me to use it because she doesn't know how kids with allergies/asthma would respond to it.
