My guess is that it is one of two things. Either the little girls body
chemistry is different and Lavender has the opposite effect or they used
too much. Unfortunately, lavender in large amounts can make someone hyper.
I generally tell people 1 drop equals a treatment for an adult, so a
small child would be a pinky swish on the bottom of her feet. More isn't
always better with oils.
