I would apply Frankincense and Helichrysum on a cotton pad and wipe on the affected area as needed.

I have a friend that is suffering from hemorrhagic radiation proctitis and wants to know if there are any oils that might help. It has caused damage to the veins and blood vessels in the rectal area and has caused rectal bleeding. Supposedly, the problem is similar to Hemorrhoids, but with a different cause and damage done due to radiation. Any suggestions would be appreciated.
