I use lemongrass on my cat for detering fleas. I just put a couple of drops in the palm of my hand, rub my hands together, then run them down the length of her body. I'm pretty sure this would work for dogs, also.
If your dog is the fashion conscious type, you could also put a couple of drops on a bandana and tie it around his neck :o)
