[Everything doTERRA] Dilution

I am new to oils and have been doing a lot of reading.

I have come across notes like "2%, 5% 10% 25%" dilution.  

My question what does that mean?  Does it have to deal with dilution

of oil drops in numbers or does it pertain to the number of drops in carrier oil and

how many drops does that equal to?

Sorry if this is a silly question, I just don't know how to interpret this.
