This works in a perfect world, but not for everyone.
In order to be a product driven company, we must each be a product of our product and we should also be happy to help others regardless of who they are under.
As you know I am on this forum everyday and most of you are not on my team. But I love what I learn and I grow from each of your comments and I don't care that you are not on my team.

I would put together a complete letter with facts and names. Everything that you have written only more complete. Then I would email to: ddoxey@doterra.com (legal counsel), ewright@doterra.com ( leadership Vice President and owner), dstirling@doterra.com (CEO and owner).
Believe it when I tell you that doTerra will not tolerate bad behavior and anyone that does not perform with integrity and follow the guidelines. For all of our sake, you need to follow through and report this and then unfortunately you need to stay away from taking new people to her meetings and start holding your own. Bloom where you are planted, just don't expect help from your upline.
You can however expect help from any of us on this forum. We will help you personally and collectively and you owe it to over 200 people that you have brought in.

We all talked to doterra and guess what, we still dont have enrollements for out people and she is still getting all those points for people she never taught.
There is much more but I dont feel like airing so much negative, when in fact doterra is really a blessing and great company... I just dont know what to do anymore:(

Someone else like Pat might know more but I thought after 6 months you could move elsewhere in your tree but it was 12 months if you wanted to completely move. Regardless, you cannot take anyone under you with you. I think it is possible to transfer people you enrolled on your first level to someone else but if you have levels 2-7 you have to get permission 7 levels up.
Good question, I'd like the answer too. I feel blessed that no one has ever asked to move and I pray that if they ever do I'll be strong enough to just sign them over.

So your answer is yes if you bring them to the table; introduce them to doTerra; are working with them they should be your enrollment.
That said, if you read your policy manual (www.doterratools.com) if you enroll someone you have a responsibility toward those you enroll, to help them learn to use the oils and doTerra products and answer questions. That is where sometimes it gets hard. So I'll tell you how I do it with my team...
Shortly after they sign up I have what I call 'the talk' with my new IPCs. I explain that there is a way to pay for your oils or to actually create your own business that makes money. If they are interested I explain the financial commitment to them (i.e. $100 PV orders to be paid commission). If they have a party, event, class, do a one on one or have a friend they bring to me for a one on one AND they are willing to make the $100 PV, LRO commitment they get the enrollment every single time. Even if it means I do the presentation and fill out the paperwork, they get the enrollment. However, some aren't able to make the financial commitment or simply don't want to for a variety of reasons. Then, with their consent, I take the enrollment(s). In return I give them 10% of the orders PV in their choice of doTerra product or a check. I have someone that I keep a running tab because she uses it to buy more expensive product.
Consent is an important part of this because they need to agree and feel comfortable with the decision. They could of course sign people up but if they don't have the LRO, no one gets paid and to me that seems wasteful.
If I were you I'd do a couple of things... I would call customer service and ask who the diamond is above you and for their contact information (I am assuming they'd give it, if they won't give contact information just ask us I'm sure someone will have it). Then I'd contact them and talk about your struggles.
I would have a get together with those that are frustrated and talk about this. What I would simply do is fill out the enrollment paperwork myself and enter it myself so there is no question who gets the enrollment. I also do a little routine when I'm working with a new person where I tell them something along the line of, I understand you need some time to thing about whether you'd like to enroll or not I just want you to know that doTerra is a commission based business and the person you enroll with will earn a commission and be your doTerra support person. If you would like it to be me, please come back to me when you are ready. (This doesn't mean I don't follow up, it is just a way that they understand it is their choice). I'd also have a heart to heart with the upline and make it clear what your expectations are. If that doesn't work, I'd simply 'shun' her and not invite her to my events, parties, etc.
Try and remember, just like anything else sometimes people aren't in a good place and can justify their behavior. You can have a lot of fun with doTerra without them or be creative and find ways to circumvent her. If it is truly awful, worse case scenerio you could go inactive for 12 months and move under someone else.

I really enjoy doterra and started doing it cause it was a lot of fun but now I am questioning if i want to be apart of something like this. Our team has tried to get help from our uplines upline and doterra but nothing has been done about it and its still happening. So far we have 3 people that have quit. I am looking for any quidance. Thanks so much!!
