This is neuropathy, a side effect of chemo.  My Mom did chemo in 2002-strongest chemicals available at that time.  Mom says her feet feel like they have a rubber coating on them.

My suggestion would be the neuropathy treatment mostly used on the feet and legs, and the AromaTouch Treatment using a warm blanket afterwards to drive the oils in.
