I have severe anxiety and heart palpitations that used to wake me from sleep too.  I have low-ish blood pressure and Cypress has seemed to help raise it a bit.  When my BP is lower, my heart races to compensate.  Has anyone told him his BP is on the low side?  I use balance EXTENSIVELY.  I can't live without it.  I would suggest diffusing it in the room to help with the sleep issue.

Palpitations/anxiety is awful... it's like you wake up from sleep thinking the bed is on fire several times a night.  Anxiety disorders can be very plaguing.  I will say that I am on Lexapro and I have loved what it has done for me long term.  Short term, I didn't see a big difference but the longer I was on it, the better it got.  I am on several other things that may help your brother (with no side effects for me) and I see one of the top 3 cardiologists in the nation on this problem.  Private message me if you want more info.

I have heard that balance helps with anxiety related issues, have him try just a drop or two on the bottoms of his feet before bed and see if it helps.
