I don't think it's necessary for 19 mos old to be on vitamin supplements in my humble opinion...as long as he (or she) is eating healthfully.  I would not put flintstone vitamins for sure. I thought there's a vitamin supplement from enfamil for babies younger than 3.  You might want to look into that if you're convinced that he(or she) needs it...
