I had the same experience once.  She just didn't want to give it even to the company, so decided not to sign up. I'll just sell oils to her at retail or discounted rate, she knows and is willing to pay a bit more because she refuses to give SSN.  Maybe she will come around in the future...SSN is required so I don't think there's any other way around it....
