This may or may not help but I know of one case of a professional opera singer who in her older years, as is normal, lost her ability to hit the high notes.  After doing a heavy metal cleanse, the vocal folds (never heard of them until that experience!) were cleansed and she could hit the high notes again. 

I wonder if the mother had toxic overload or exposure during pregnancy and the this area just got clogged up and was not able to grow properly.  Perhaps Purify that contains cilantro would be helpful to remove any possible mercury. 

Since Frankincense is our "nerve" oil, I would be using it as well.
